HELD ONLINE BY ZOOM VIDEO CONFERENCE

NB: Cllrs.: DJEH (7:05pm), Mrs. SEL (7:12pm) and FWPT ((7:13pm) were all late arriving.

 

The Town Clerk, Mrs. L.M. Phillips and the Town Clerk’s Assistant, Mrs. M.C. Vincent were also present.

 

255.      Apologies for Absence
Cllr. Mrs. S.E.L. who would be late (arrived at 7:12pm).

 

256.      Declarations of Interest / Dispensations
The following declarations of interest were made:

a)      Cllr. Mrs. JMS – Items 4, 5, 6 and 7 as a member of ELDC and planning application 6 as applicant known to them personally.

b)      Cllr. AL –Planning application 6 as known to the applicant personally.

c)       Cllr. Mrs. EB – Planning applications 5 and 6 as applicants known to her personally.

d)      Cllr. DJEH –Item 5 as a member of ELDC.

e)       Cllr. Mrs. SEL – Item 6a as Warden and Chair of King Edward VI Almshouse, School and Educational Charity

257.      Minutes
It was RESOLVED that the notes of the Planning Committee meeting held on 19th January 2021 be approved as the Minutes.

 

258.      Applications received by the Local Planning Authority
The Committee considered all planning applications received, including those listed on the schedule (PA/Schedule 01-19-21) and RESOLVED as follows:

a)      N/105/02349/20 – 21 Ramsgate – object on the grounds that upvc is not an acceptable material for use in the Conservation Area

b)      N/105/1310/20  – Eastfield House – continue to object on the grounds that neither the proposed amendments nor the responses of other consultees fully address the issues raised previously. The Council noted that other consultees responses were very negative and Anglian Water have highlighted a number of major issues. The Council felt strongly that the increase in domestic dwellings would exacerbate the flooding problems in the area and downstream.

c)       All other planning applications were supported.

 

NB: Cllr. FWPT left the meeting during item 3 due to technical difficulties and returned at 7:13pm and Cllr. Mrs. SEL arrived at the end of Planning application 3 at 7:12pm.

Road Closure Order in place on: B1200 St Marys Lane (Southbound slip road only between St Marys Lane & Westgate)

THE ABOVE CLOSURE HAS NOW BEEN CANCELLED

 

260.      Proposed Works to Trees
The Committee noted the following:

a)      Location: King Edward VI School, Edward Street (Conservation Area) – Proposals: T7 – Sycamore – reduce in height from 12m to 10m and spread from 10m to 8m.  T11 – Holly – fell.  T48 – Horse Chestnut – Two heavy limbs growing over garage – reduce to 8.5 and 5m. – Reasons: T7 – Interference with building and BT line.  T11 – Decay in main stem.

b)      Location: El Dio, Stewton Lane – Proposals: G2 – Group of 12 Cupressus Macrocarpa, 4 Austrian Pine, 2 Copper Beech, 1 White Beam, 4 Sitka Spruce – (Goat Willow) T7 on plan, approx.. 10m in height.  Pollard as per photographs.  Reasons: Because of threat to neighbours property, excessive shade and breakage.

 

261.     Issues and Options Consultation
It was RESOLVED that the Council would compile a corporate response, and that the Planning Working Group would meet to discuss it on Tuesday 23rd February at 7pm on Zoom. Councillors were also encouraged to respond to the consultation as individuals.

 

262.     Pre-Planning Consultation Letter on behalf of Cellnex, EE Ltd, Hutchison 3G UK Ltd and MBNL re. Louth County Hospital
It was RESOLVED to make no response to the pre-planning consultation.

 

263.     Planning Working Group Meetings
It was RESOLVED to move Planning Working Group Meetings to the Tuesday night at 7pm prior to the Planning Committee Meeting.  Therefore, the next PWG meeting to be 9th March 2021 at 7pm on Zoom.

 

264.     Next Meeting
The Committee noted that the date of the next scheduled Planning Committee meeting was 16th March 2021.
