MINUTES OF THE LOUTH TOWN COUNCIL GOVERNANCE AND FINANCE COMMITTEE
HELD ONLINE USING THE ZOOM PLATFORM
ON TUESDAY 2nd FEBRUARY 2021

Councillors not present: D. Jackman (DJ).

 

The Town Clerk, Mrs. L.M. Phillips and the Town Clerk’s Assistant, Mrs. M Vincent were also present.

 

NB: The Governance and Finance meeting was scheduled after the Community and Resources meeting, but it was RESOLVED that it be held first as Cllr. AL (Chair of CR) was held up in Boston.

 

NB: Cllr. AL arrived during the meeting at 7:15pm.

 

238.           Apologies for Absence
Apologies for absence were received from Cllr. AL who would be late.

 

239.           Declarations of Interest / Dispensations
Cllrs. SC as a card holder at the Playgoers Riverhead Theatre.

 

240.           Minutes
It was RESOLVED that the notes of the Governance and Finance Committee Meeting held on 15th December 2020 be approved as the Minutes.

 

241.           Direct Debit
As per Financial Regulation 6.7 it was RESOLVED that payments for utility supplies (energy, telephone and water) be made by direct debit receiving a discount on electricity invoices of up to 7% (usage and standing charge).

 

242.           Internet Banking
As per Financial Regulation 6.10 it was RESOLVED to give delegated authority to the Clerk to put Internet Banking in place for the Council and that the Clerk would bring the item back to the Council with arrangements and procedures before the system was actively used for payments.

 

243.           Standing Orders
As no updates had been recommended by NALC since last reviewed, it was RESOLVED to approve amendment of review date only on Standing Orders.

 

244.           Financial Regulations
As no updates had been recommended by NALC since last reviewed, it was RESOLVED to approve amendment of review date only on the Financial Regulations.

 

245.           Citizens Advice Lindsey
Following a further report from the Citizens Advice, it was RESOLVED that, in principal the Council wished to give them further financial support, but felt they still required more information relevant to the Louth office and also a list of other area wide organisations that donated to them.

 

 

246.           Closed Session Item
It was RESOLVED to move into Closed Session in accordance with the Public Bodies (Admission to Meetings) Act 1960 due to the business to be discussed in the following item, information being of a confidential, commercial and third party nature in relation to:

a.       Louth Playgoers – Following a recorded vote (taken out of Closed Session) it was RESOLVED to grant the Louth Playgoers £2,000 (with the power to give under Section 145).

 

It was RESOLVED to come out of Closed Session.

Abstain: SC and GEH.

 

247.           Next Meeting
The Committee noted that the date of the next scheduled Governance and Finance Committee meeting was 11th May 2021.

 

The Meeting Closed at 7.45pm.
