MINUTES OF THE LOUTH TOWN COUNCIL PERSONNEL COMMITTEE
HELD IN THE OLD COURT ROOM, THE SESSIONS HOUSE, LOUTH
ON TUESDAY 10th FEBRUARY 2026
Chairman, Cllr. Mrs. J. Makinson-Sanders (Mrs. JMS) (in the chair).
Present Councillors: Mrs. E. Ballard (EB), J. Baskett (JB), J. Drake (JD), G.E. Horton (GEH), Mrs. K. Parsons (Mrs. KP), P. Starsmore (PS).
Councillors not present: None.
The Town Clerk, Mrs. L.M. Phillips and the Town Clerk’s Assistant, Mrs. S. Chitauro-Adlard were also present.
H24. Apologies for Absence
No apologies for absence were received.
H25. Declarations of Interest / Dispensations
There were no declarations of interest or requests for dispensations made.
H26. Minutes
It was proposed, seconded and RESOLVED that the notes of the Personnel Committee meeting held on 4th November 2025 be approved as the minutes.
H27. Closed Session Item
At 9.12pm upon a proposal by Cllr. Mrs. KP, seconded by Cllr. PS, it was RESOLVED to move into closed session in accordance with the Public Bodies (Admission to Meetings) Act 1960 in order to discuss confidential information relating to a third party in relation to Personnel:
a. Staff
i) Holidays – the Committee noted that letters confirming staff entitlement, when holiday must be taken and the amount left as at 31st December 2025 had been sent and were informed how much holiday each staff member had left to take before 31st March 2026. It noted that each staff member was able to carry forward 5 days of holiday and that no-one had a significant amount left which might cause a problem.
ii) Sickness – the Committee received details of how many sick days had been taken by staff in the period 1st April 2025 to 31st December 2025 and how many of those fell in the period from 1st October 2025 to 31st December 2025.
iii) Accidents – the Committee noted that there had been no accidents in the period 1st October 2025 to 31st December 2025.
iv) Acting Maintenance Foreman/Cemetery Superintendent – 3 month Review – The Committee received a verbal report on the above and it was proposed, seconded and RESOLVED to look to acquire the services of a temporary maintenance assistant through an Employment Agency to work with the Acting Maintenance Foreman/Cemetery Superintendent, provide supervisory experience and assistance as the grass cutting season starts. The Town Clerk also apprised the Committee of a slight problem which had occurred at the Cemetery regarding the mistaken removal of 2 wreaths and it was proposed, seconded and RESOLVED that the aggrieved party should be reimbursed in the sum of £100.
At 9.42pm it was proposed, seconded and RESOLVED to move back into open session.
H28. Next Meeting
It was noted that the date of the next scheduled Town Council meeting was 14th April 2026.
