MINUTES OF THE LOUTH TOWN COUNCIL COMMUNITY RESOURCES COMMITTEE
HELD IN THE OLD COURT ROOM, THE SESSIONS HOUSE, LOUTH

ON TUESDAY 11th JULY 2023

Councillors not present: Mrs. P. F. Watson (PFW).

The Town Clerk, Mrs. L. M. Phillips, the Town Clerk’s Assistant and Miss S. Chitauro were also present.

 

  • Apologies for Absence
    Apologies for absence were received from Cllr. Mrs. PFW.

 

  • Declarations of Interest / Dispensations
    1. Mrs. JMS, GEH and DH – Agenda item 4 and 5 as members of ELDC.
  • Minutes
    It was RESOLVED that the notes of the Community Resources Committee Meeting held on 23rd May 2023 be approved as the Minutes.
  • CCTV
    The Committee received and noted a report regarding CCTV from Cllr. Mrs. EB, the Chairman of the East Lindsey CCTV Partnership. It was mooted that if possible, the Town Council should push for the reinstation of the ANPR camera at the Fish Shambles.

 

  • Charles Street Recreation Ground
    It was RESOLVED to submit the following questions to ELDC for answer before the Council would make a decision on whether it wished to take ownership:

    1. Clarify current ownership and tenure:
      1. What documentation exists such as deeds, conveyances and other records?
      2. What groups have a current or historical interest?
  • What agreements have been entered into?
  1. Clarify existing proposals and plans:
    1. Are there any extant planning applications?
    2. Are there any covenants on the site (formal or intended)?
  • What organisations have approached ELDC about using the site?
  1. In the absence of any other proposals, what does ELDC intend to do with the site?
  2. In the meantime, what maintenance is ELDC doing to keep the area safe and tidy?
  3. Can there be an agreement that members of the public can maintain some aspects of the site, in the meantime?
  1. Clarify any current issues:
    1. What is the total recurrent cost to ELDC of operating the site, and what is the budget, if any?
    2. Are there any known remediation costs to make the site safe and secure?
  2. Clarify ELDC’s potential models for the future transfer of tenure and management:
    1. Does ELDC propose to transfer any budget with the site?
    2. Are there other assets that ELDC would want to transfer as a package?
  • Would ELDC cover any legal costs incurred by Louth Town Council in discussions about it taking ownership?

 

Cllr. Mrs. JMS abstained from voting on this item.

 

 

 

  • Christmas

It was RESOLVED that authority should be delegated to the Town Clerk to make arrangements for Christmas, along the same lines as in previous years, provided that the costs be contained within budget and to accept the kind offer of a free real tree from Mr. Strawson.

  • Closed Session Item
    It was RESOLVED to move into closed session in accordance with the Public Bodies (Admission to Meetings) Act 1960 in order to discuss confidential information from a third party in relation to the London Road Cemetery. The Committee received details of an application for the exhumation of ashes.  It was RESOLVED that the Town Clerk be given delegated authority to deal with the matter and organise the exhumation.

  • Next Meeting
    It was noted that the next scheduled meeting of the Community Resources Committee would take place on 29th August 2023.
