MINUTES OF THE LOUTH TOWN COUNCIL GOVERNANCE AND FINANCE COMMITTEE
HELD IN THE OLD COURT ROOM, THE SESSIONS HOUSE, LOUTH
ON TUESDAY 21ST FEBRUARY 2023
Present Councillor Mrs. E. Ballard (EB) (in the chair).

Councillors not present: J. Garrett (JG), J. Simmons (JS) and D. Wing (DEW).
The Town Clerk, Mrs. L.M. Phillips was also present.
- Apologies for Absence
Apologies for absence were received from Cllrs: JG, JS and DEW. - Declarations of Interest / Dispensations
AL – Any item as a Member of Hubbard’s Hills Trust.
- Minutes
It was RESOLVED that the notes of the Governance and Finance Committee Meeting held on 3rd January 2023 be approved as the Minutes.
- Review of Standing Orders and Financial Regulations
The Committee considered amended copies of the above and RESOLVED to approve them for use. - Adoption of Code of Conduct
The Council considered and RESOLVED to adopt the new Local Government Code of Conduct for use. - Insurance
The Committee noted that payment for the 2nd year of the Council’s 3 year agreement with Zurich would shortly become due. It was RESOLVED to approve payment of such in the sum of £5,317.12. - Citizens Advice Lindsey
The Committee noted that Council had approved an amount of £1,000 in the 2022/23 budget for release to the above, as per the Council’s powers. It received documentation updating it on the organisation and it was RESOLVED to approve the release of funds. - Environment Agency
The Committee noted that the annual maintenance contribution for the Louth Flood Alleviation Scheme was due. It was RESOLVED to approve payment in the sum of £14,301.25. - Twinning
The Committee received a report from Cllr. Mrs. JMS regarding a visit to Louth by its twin town La Ferté-Bernard at the beginning of July for a football tournament. She explained that the visitors would need accommodation and she implored anyone who might be interested in providing hospitality to contact her. It was RESOLVED that the Town Clerk should contact the Rotary Club on the matter and that Cllr. SC would speak to the Louth Lions. - Events Working Group
It was RESOLVED that Cllr. PS be elected to join the Council’s Events Working Group.
- Next Meeting
It was noted that the next meeting of the Governance and Finance Committee was scheduled to take place on 14th Match 2023.
