MINUTES OF THE LOUTH TOWN COUNCIL PLANNING COMMITTEE

HELD ONLINE BY ZOOM VIDEO CONFERENCE

ON TUESDAY 16th MARCH 2021

The Town Clerk, Mrs. L.M. Phillips and the Town Clerk’s Assistant, Mrs. M.C. Vincent were also present.

 

284.      Apologies for Absence
Apologies for absence were received from Cllrs. LMC and DEW.

 

285.      Declarations of Interest / Dispensations
The following declarations of interest were made:

a)      Cllr. Mrs. JMS – Items 4, 5, 6, 7 and 8 as a member of ELDC and planning application 2 as known to applicant.

b)      Cllr. AL –Planning application 11 as applicant a customer.

c)       Cllr. Mrs. EB – Planning application 11 as applicant known to her personally.

d)      Cllr. GEH – Items 4, 5, 6, 7 and 8 as a member of ELDC.

e)       Cllr. DJEH –Items 5,6 and 7 and anything else relevant as a member of ELDC.

f)       Cllr. DF – Planning application 11 as applicant is also the landlord of the charity shop he works in.

 

The Clerk made it known to the Council that the application for planning items 14 and 16 on the post agenda planning schedule were both made by a Louth Town Council employee.

 

286.      Minutes
It was RESOLVED that the notes of the Planning Committee meeting held on 16th February 2021 be approved as the Minutes.

 

287.      Applications received by the Local Planning Authority
The Committee considered all planning applications received, including those listed on the schedule (PA/Schedule 03-16-21) and RESOLVED as follows:

a)      N/105/00340/21 – Allinson House – Supported but with the condition that there should be HGV access on and off of the site so that loading / unloading does not take place on the roadside.

b)      N/105/00434/21 and N/105/00469/21 – 48 Stewton Lane and The Old Dairy –  wished to remain neutral and make no comments.

c)       All other planning applications were supported.

 

NB: Cllr. Mrs. SEL left the meeting in parts during the planning schedule due to a poor internet connection.

 

288.      Planning Appeal
The Committee noted that an appeal had been made against ELDC’s decision to refuse planning permission reference N/105/01913/20 for consent to display 1 no. internally illuminated wall mounted digital hoarding, relating to 152-154 Eastgate, Louth, LN11 9AB.  The Committee noted that previous representations had been forwarded to the Planning Inspectorate but these could be withdrawn by 29th March, if the Council wished.  The Council RESOLVED not to withdraw their previous comments.

e)       Planning Application presented to ELDC Planning Committee Meeting
Gleeson Regeneration Ltd and Metacre Ltd – Erection of 237 dwellings, land off Brackenborough Road – meeting 25/2/21

f)       Enforcement
15 Lee Street Louth – Without planning permission, UPC window frames to the front elevation of property.
17 Mercer Row – Alterations to shop front to apply vinyl to shop stall riser and facia – resolved.

g)      Temporary Road Closures
ORGANISATION RESPONSIBLE FOR RESTRICTION:  Anglian Water Services Ltd
REASON FOR RESTRICTION:  New Watermain Installation
LOCATION & NATURE OF RESTRICTION: Road Closure Order in place on: Kenwick Road (between A157 and a point 500m north)
PERIOD OF RESTRICTION:  12/4/2021 – 16/4/21

 

290.      Proposed Works to Trees
It was RESOLVED to object to the removal of 2 Silver Birch trees at 39 Upgate.  Councillors felt that because these trees were located within the Conservation Area and have a great deal of visual amenity, they should be protected.  They wondered whether the trees were already subject to a TPO or whether the conditions of sale of that corner of land (which was sold by ELDC) held restrictions.  Councillors did not accept the reasons given for the work and thought that the trees were not overhanging the property.  Councillors were very concerned that the corner should remain a natural, green area and that the pleasing visual amenity provided by the trees should not be lost.

 

291.       Issues and Options Consultation
It was RESOLVED that the response formulated by the Planning Working Group be submitted as the Council’s Corporate Response.

 

292.     Next Meeting
The Committee noted that the date of the next scheduled Planning Committee meeting was 13th April 2021.
