MINUTES OF THE MEETING OF LOUTH TOWN COUNCIL
HELD IN THE OLD COURT ROOM, THE SESSIONS HOUSE, LOUTH
ON TUESDAY 28TH SEPTEMBER 2021

Wing (DEW).

 

Councillors not present: None

 

NB: Cllr. Mrs. PFW joined the meeting at 7:04pm and Cllr. KN joined the meeting at 7:28pm.

 

 

The Town Clerk, Mrs. L.M. Phillips and the Town Clerk’s Assistant, Mrs. M.C. Vincent were also present.

 

 

T49.        Apologies for Absence
It was noted that Cllr. KN would be late arriving and that Cllr. Mrs. PFW would be attending.

 

T50.        Declarations of Interest / Dispensations
Cllrs. Mrs. JMS and AL – item 5 as a member of ELDC and item 9 as a member Hubbard’s Hills Trust.

Cllr. DJEH – item 5 as a member of ELDC.

Cllr. GEH – item 5 as a member of ELDC and having family that works in the relevant department.

Cllr. DEW – item 9 as a member of Hubbard’s Hills Trust.

 

T51.        Council Minutes
It was RESOLVED to approve as a correct record, the notes of the Council Meeting held on the 14th September 2021.

 

T52.        Committee Minutes
It was RESOLVED to adopt the resolutions contained within the following Committee Meeting:

Planning – 17/08/21

 

T53.         Afghan Relocation Assistance
Following a lengthy discussion it was RESOLVED that the Town Clerk would write to Mr. J. Challen at ELDC to offer Louth Town Council’s assistance with the relocation of Afghans and ask him to send info and updates to her to disseminate to Louth Town Councillors and to also liaise with Cllr Mrs. JMS as an ELDC Councillor.

NB: During this item Cllr. Mrs. PFW and Cllr. KN arrived.

 

T54.         Queen’s Platinum Jubilee – Beacon Lighting
It was RESOLVED that the Events Working Group would meet to discuss the commemoration of the Queen’s Platinum Jubilee event and lighting of a beacon and formulate recommendations on the event for Council approval.

NB: During this item Cllr. HF left the room from 7:38pm to 7:40pm.

 

T55.         Christmas Tree Festival
It was RESOLVED that the Town Council would enter the Christmas Tree Festival at St James’ Church and that the Events Working Group would be delegated authority to organise and decorate the Council’s tree.

 

 

T56.        Re-opening of Railway Line to Louth
The Council RESOLVED that the Town Clerk would contact LCC, as the authority responsible for public transport, and ask them to support the Railway Line to Louth campaign.

 

T57.         Closed Session Item
It was RESOLVED to move into Closed Session in accordance with the Public Bodies (Admission to Meetings) Act 1960 due to the business to be discussed in the following item, information being of a confidential nature in relation to Hubbard’s Hills.

It was RESOLVED to approve the payment of the 2nd instalment of £22,500 to the Hubbard’s Hills Trust, thus completing the payment of £45,000 requested in 2021/22.

 

The Council noted a confidential tabled report tabled by the Hubbard’s Hills Trust and Councillors thanked the Chairman of the Trust, Mr. Andrew Leonard, for presenting the information to the Council.

 

It was RESOLVED to come out of Closed Session.

 

NB: During this item Cllr. AC left the room from 8:45pm to 8:48pm.

 

T58.        Next Meeting
The Council noted that the date of the next scheduled Town Council meeting was 26th October 2021.

 

 

The Meeting Closed at 8.57pm.
