HELD IN THE OLD COURT ROOM, THE SESSIONS HOUSE, LOUTH

P16. Apologies for Absence
Apologies for absence were received from Cllr. DH.

P17. Declarations of Interest / Dispensations
The following declarations of interest were made:

P18. Minutes
It was proposed, seconded and RESOLVED that the notes of the Planning Committee Meeting held on 24th June 2025 be approved as the minutes.

P19. Applications received by the Local Planning Authority
The Committee considered all planning applications received, including those listed in the schedule (PA/Schedule 07-22-25) and it was proposed, seconded and RESOLVED as follows:
a. 02369/25/ADV – to object as the Council felt that materials and the application thereof to Louth’s shop fronts in the Conservation Area must be consistent. Wooden, painted signage is required. This consistency is fair to all shop owners and larger brand stores should not be allowed to deviate from it. It should also be noted that B&M require enforcement of these principles
b. 02389/25/FUL – to defer to the Heritage Officer.
c. 02638/25/ADV – to object on the grounds that the building is in breach of planning as no application has been submitted for the alterations undertaken to the shop front and until such time as this rectified/enforcement action is taken to rectify, Louth Town Council will not support other changes which may be constituted as approval of the changes to the shop front.
d. To support all other applications.

c. Enforcement
i. Location: Luda Brewing Co, Upgate, LN11 9HD. Nature of Investigation: Change of use of a public house to include a brewery. The matter has now been investigated, and it has been established that current planning regulations have not been complied with, and a breach of planning control has taken place. An officer has written to the owner to inform them that planning permission is required and invited them to submit a planning application for the material change of use of a drinking establishment to include a brewery within the next 28 days. If planning permission is not applied for as requested, a further visit to the location will be made to assess whether breach of planning control is continuing. If, upon arrival at the location, the owner has resolved the breach of planning control by ceasing brewing and removing all associated equipment, the department will take no further action, and the matter will be closed.

P21. Proposed Works to Trees
It was proposed, seconded and RESOLVED to support the following proposed works to trees:
a. Proposals: T1 – Pear spp – height reduction 1.5-2meters. T2 – Apple spp – 1.5m off height. T3 – Wild Cherry – height reduction by 3m and crown reduction of up to 1m to shape (will also band ivy). T4 – Pear – height reduction by 1.5m. T5 Apple – reduce height by 2m. T6 – Holly spp – height reduction by 3m to previous pruning height and reduce crown 2m to match bottom side. Location: 64 Broadbank. Reasons: T4 will band ivy and split wisteria.
b. Proposals: T1 – Apple spp – 2m height reduction. T2 – Apple spp – remove. Location: 62 Broadbank. Reasons: T1 – height reduction. T2 – very unhealthy/dying, overtaken by ivy; overhanging a boundary.
NB: Cllr. JD left the room at 9.50pm before commencement of discussion of Item 6 and re-entered the room at 9.56pm after voting had taken place.

NB: It was proposed, seconded and RESOLVED to suspend Standing Order 3x at 10pm in order to allow the meeting to continue.

P22. The Great Grid Upgrade: Grimsby to Walpole Stage 2
Cllr. JD read a prepared statement in favour of the Grid Upgrade. The Council then received the corporate response formulated at the Planning Working Group meeting held 15th July 2025. A discussion took place, and a recorded vote was held to determine whether the corporate response should be ratified. The results were as follows:

It was proposed, seconded and RESOLVED to ratify said response as resolved at the Planning Committee meeting on 24th June 2025 for submission by the deadline of 6th August 2025.

P23. Application for a Pavement Café Licence by Larders Coffee House, Little Butcher Lane, Louth
Following circulation of details of the above, it was proposed, seconded and RESOLVED to ratify the response of the Planning Working Group to support the application.

P24. Street Lighting Improvement Scheme, Louth
Following notification on 24th June 2025 that LCC were undertaking a street lighting improvement scheme in the Conservation Area, LTC requested that the street lights in Kidgate, Aswell Street, Lee Street and Cinder Lane with good quality, Victorian-style posts which were in keeping with the Conservation Area and that the Council be consulted on the proposed replacement designs. The Committee received LCC’s reply to their request, which stated that they did not have the funds to replace all heritage lanterns like for like and that they were under no obligation or statutory requirement to provide a particular type of streetlight within the Conservation Area. Their response also included the style of lantern which was to replace the heritage-style lanterns in the Conservation Area. It was proposed, seconded and RESOLVED that the Town Clerk would respond to LCC informing them that the Council found the proposed replacements unacceptable, and enquire as to how many posts were to be replaced and ask for details of the cost difference between the proposed style and heritage style, as Cllr. Mrs. JMS was prepared to make a grant application to meet the difference if LCC were agreeable.

P25. Next Meeting
It was noted that the next scheduled Planning Committee meeting would take place on 22nd July 2025.
